USPS Wants to Slow Down First Class Package Service

In March, we reported that the USPS plans to slow down First Class Mail (extending service standards from 1- 3 days to 1-5 days). But in May it revealed it also wants to slow down First Class Package Service (FCPS), which many sellers use to ship lightweight items.

On Monday, the Postal Regulatory Commission (PRC) held a technical conference - an "informal, off-the-record opportunity to clarify technical issues as well as to identify and request information relevant to evaluating the Postal Service's proposed changes."

The Federal News Network attended and published a detailed write-up on the issue and what transpired at the meeting.

The USPS says it can save money by using ground instead of air transport, thus the slowdown in service standards it's requesting.

But if shippers - including online sellers - know that FCPS will take longer to get delivered at the same or higher costs, they may seek alternatives.

Despite the USPS moving FCPS to competitive instead of dominant class, it says customers will continue to use the service even though it would take longer for packages to be delivered. It based that assertion on a survey of over 400 customers.

Jory Heckman of Federal News Network said under the proposal, "USPS would shift 32% of first-class package service volume from a three-day service standard to a four or five-day standard. About 64% of volume would not experience any change, while the remaining 4% of volume would see service upgraded from three-day to two-day service."

He said the USPS reported it delivered 1.8 billion FCPS packages in fiscal 2020, with 31% of FCPS currently transported through air carriers. 

Not unexpectedly given the Postmaster General's 10-year plan, the USPS told the PRC the proposed changes would allow it to improve overall on-time delivery and reliability, while also reducing costs.

Define "improve."

TY Rex, very kind - but fact doesn’t need a voice, just an ear.

Meanwhile, have you been paying attention to about a recent year’s worth of periodic media reports that discuss the exploitive FBA working conditions that AMZ workers face daily? They even recently placed phone booth size ‘meditation’ compartments on the workroom floor intended to be used (during authorized breaks only) to alleviate the stress. As opposed to paying the employees their value, or modifying the inhuman ‘quotas’ that their ‘resourceful’ leadership dictates.

And naturally, AMZ is fighting tooth and nail (you can buy those there with ‘free shipping’ BTW - USPS doesn’t have an ‘alternate’ resource producing stream like that) to prevent worker labor unions. Imagine that. And they, unlike the USPS, are also not required to ‘pre-fund’ worker benefit accounts 75 years into the future every quarter, by Congressional mandate. That’s tens of Billions every year since 2005 that could have been used to prevent and/or correct all the ‘issues’ everybody is so quick to point out.

So, it’s easy to demand ‘excellence’ at the business end of a whip, while passing other logistics ‘costs’ on to their 3P sellers. Who then pass them on to buyers. Frees up a lot of ‘resources’ too.

Of course, AMZ could also afford (more than any) to reduce those charges. Pay their folks more. Ease up a bit on their ‘mules’. Reduce their profit from astronomical to reasonable.

But that brings us full circle, doesn’t it? Because cost is cost. It has to be paid by SOMEone. Incidentally, (IDK for sure), doesn’t it cost more to sell on AMZ, relatively speaking, than other platforms? Why is that?

As for employee ‘entitlement’ in the USPS…too true too often unfortunately, and it certainly can hamstring. But, more often not. As in, who do you think continued to expose themselves daily to a global pandemic’s worth of risk, so everybody else COULD stay sequestered while over-stressing doorstep delivery infrastructure to obtain their must have now trinkets? True that ALL the carriers bore that, but it would be interesting to research and compare C19 rates, don’t you think? Especially considering the average number of ‘stops’ (e.g., potential P2P contacts) the gray truck makes in a given day - compared to the one with the Eagle logo. Also, USPS workers don’t have a monopoly on the kind of generational lack of work ethic (where it happens) these days. Been to any mega chain B&M retailers lately? Just try and get some help. (Hint: check the checkout counters, their all on their cell phones).

And there’s no argument better USPS ‘leadership’ is needed of course. More competence, less conflict. But even that doesn’t print money. Or magically create more aircraft, or trucks, or operators of those.

Want fast delivery? Tack on insurance. Since DeJoy took over, my shipments of $200+ are flying cross country. Don't get me wrong...DeJoy needs "to go", however, financial problems have been with USPS for many years, and the price for First Class pays for nothing, anymore. I pay approximately $13.00 to ship a piece of jewelry to anywhere in the U.S. From the West Coast, my packages arrive to the East Coast in just 2 days...even during this past holiday season...I had the BEST year in getting my packages delivered on time. I really do believe, the more we pay for services, the better service we receive from USPS. Just last week, I sent a parcel valued at $600 from Oregon to Massachusetts. And when insuring for $600, I had no doubt that USPS would not want to lose my package. My parcel was delivered in 2 days.

The price for first class already adequately covers it's end to end cost for delivery.
