eBay Fall Seller Update 2023: New Features, No New Fees

eBay announced its Fall Seller update today, announcing new and forthcoming changes - but with no changes to fees.

Including are some changes that eBay already began rolling out, such as its tool that lets sellers create AI-generated item descriptions, which is live for some sellers and will be rolling out to all sellers in the coming months, eBay said.

eBay also announced some "coming soon" features. One especially welcome change is on the way: Combined shipping for eBay International Shipping. Unfortunately, eBay didn't say when it would become available. eBay also said it would soon provide the ability to offer different international shipping choices for buyers.

eBay is now allowing all sellers to link social accounts to their eBay account (previously available only to Store subscribers), and it's launching a new "Sale" tab on the storefront. "This tab will feature all your coupon sales in one place, and make it easier for buyers to find your sale items. With this update, your coupon offers will automatically be front and center on your storefront - helping turn browsing visitors into happy buyers."

eBay is also making category changes - don't overlook this in case it impacts your listings.

Here's a summary of some of the other changes eBay announced:

Unpaid Items (Cracking down on deadbeats)
eBay is testing solutions that would require buyers to provide payment information before they submit bids on auction listings. "We’ll attempt to charge the winning bidder's payment at the completion of the auction, and you can expect fewer unpaid items on items sold through auctions as we scale the program."

eBay also said it is implementing stricter policies – including account suspension – for users who repeatedly win auctions or make a Best Offer on items but fail to complete the purchase.

Send Multiple Offers on the eBay App
You can now send offers for multiple listings at the same time on the eBay app. In the past, you could only send offers for your listings one by one.

IRS Form 1099-K
Sellers can opt in to get a digital copy of IRS Form 1099-K (Online marketplaces like eBay are required to issue a Form 1099-K annually to sellers that have surpassed federal or state thresholds within a calendar year.)

EU Digital Service Act Compliance
eBay will display business contact details on listings available for sale in the EU beginning in early 2024 as part of the EU's Digital Services Act. Sellers can access a new page in Account Settings on "My eBay" and called "Public business information."

Automating Promoted Listings Advanced Ad Campaigns
eBay is introducing dynamic bidding for Promoted Listings Advanced cost-per-click ads (ads where sellers pay when someone clicks on the ad regardless of whether they purchase the item).

eBay is introducing new ad placements for Promoted Listing Advanced ads.

A new "smart targeting" feature automatically updates and maintains ad campaign settings. ("With smart targeting, you can easily promote your chosen listings, while we take care of bidding and targeting for you.")

There's a new "search query" report available in the smart Advanced campaign to help discover new keyword strategies.

I believe I have already seen this in operation. My last two auctions were paid in just seconds after the end of the auction.

I'm glad eBay is finally addressing unpaid items. But will they really suspend buyers?

Maybe it is just me, but I cannot find a new page that is called 'Public business information' in account settings.  Has anyone found this page?

Well we can all breathe a little better now for the Holiday Season.  No big things in this Update to create havoc for sellers scrambling to meet some new requirement at their business time of the year AND no USPS holiday increase.  HURRAY !!!!

Why, as an American citizen am I required to follow EU laws? Are not those European buyers buying on eBay.com, the American site? What are the chances Alibaba lists real contact information? Wish.com?

They could have raised FVF to 50% in the update and it would not cost sellers anything - BECAUSE NOTHING SELLS ANYWAY.

After a decade of being water-boarded every 4th quarter, it will be nice to catch a breath, sure.  Break out the party hats.

But as far as “havoc” goes, eBay still has a couple handful’s or two of butterfingered code and glitchy processes that never seem to get ‘fixed’ - in either the ‘formal’ updates, or the more informal ‘surprise’ updates that seem to happen weekly.  

Of course that’s what IT companies do - their updates also fix what IS broken.  eBay isn’t one of those apparently.  And that is a pretty “big thing”.  Too much negative space in their artwork.

Some EU legislation has "extra-terrority" impact, especially where the legislation scope is defined on the citizenship of the person in the engagement, not where they live or choose to buy (ebay.com vs. ebay.de for example).  GDPR (Data protection) is the classic example for this (which is why some US websites use IP geofencing to try and block non US access to avoid having to comply with GDPR).

It does cut both ways--US government requiring W8BEN forms for non-US citizens getting money from US based commercial companies, for example.  And I think some state level privacy laws will also apply to EU websites in the same way that GDPR can apply to US websites.

Anyway, what is asked for is good for customer engagement, especially for professional sellers.  It is wanting data that you should be making accessible to all customers who want to know, as a matter of course.

As mentioned on ecommercebytes in the past, an "autopay" requirement for a bid/offer could make it impossible to have combined shipment (which they are planning to resolve for international).

And I seem to recall eBay used to have an "autopay" option in the past, which the buyer could select when bidding or submitting an offer (can't now remember the details)

“.. on the side of privacy.”

Important, to be sure, for a private person.  But ‘business’ is a public enterprise.  The terms are dichotomous.  

At issue is whether a private person conducting a private transaction (not a ‘registered’ business) nevertheless is transacting business in ‘public’.  One can reasonably argue that they are, especially if the ‘transaction’ is offered publicly.

Which laws should govern that, and how, underlays that.  However, whatever those are or wherever applied, ‘privacy’ is not likely to be a primary consideration for any parties subject to public scrutiny.

The choice left is to adapt or work to change the law.

Many of us EURO morons have legitimate reasons to buy from ebay.com, to see niche items that for whatever dumb reason eBay is not displaying on our local sites.   Even if the seller is not listing with international shipping, some will ship if you ask.  Or at least you can confirm something exists and then try to find someone who will ship ot to you (maybe via a friend in the US, or a international forwarding service).

In short, is a European customer's money not good enough for you?

And the Europeans have FAR better consumer protection laws and citizen privacy laws than the USA.  Who is the moron in that situation?  I think not a European.

Re EU Digital Service Act Compliance, just to clarify for any casual non-business sellers, the new Ebay requirements for displaying contact information appears to apply to those selling under a registered business, and not casual sellers.  Here's from the Ebay Fall Update: "If you’re a registered business seller who sells to buyers in the EU, you’ll need to show your business contact details on listings available for purchase in the EU."

So, if you're not a registered business seller, then the new page for Public Business Information won't appear for you under your Account Settings on My Ebay, because as a casual non business seller, this requirement won't apply to you.  At least that's my assumption.   But please correct me if I'm misreading the fall update.
