Sellers Thwarted by eBay International Shipping Option

eBay offers an international shipping option called "eBay International Standard Delivery," and we're seeing reports from sellers who are experiencing issues that are costing them time and money. 

On January 12, a seller wrote to us explaining he had three packages returned to him by eBay's international Consolidation Center in Cincinnati with no explanation as to why it was returning the packages. 

"eBay's merchant support has no idea either," he said, "so, I am out $13 for each label and have to refund the international buyers for the items purchased."

Another seller wrote today about a case in which eBay decided an Item Not Received claim in the buyer's favor, citing as the reason: "We didn't receive valid proof of delivery from you." But in the notification, eBay includes its own tracking number for the shipment sent via eBay International Standard Delivery that shows the item was received at eBay's US facility.

"In 90% of the cases, eBay eventually refunds me and admits their error, apologizing that their "system didn't catch it", when in fact the system NEVER catches it." She said she believed eBay was relying on the fact that sellers would either not understand their rights or would not take the time to send an email each time they encountered the problem.

The seller said it was just one example of what she claimed was a pattern of eBay removing money "fraudulently" from her account in the past 6 months since she said eBay forced her into the Managed Payments program.

A search of eBay's discussion forums shows those two sellers aren't the only ones who've had problems with eBay's international delivery option - here are a few recent threads:

"Problem with international shipping/item returned to me" (2/2/2021) - Link to thread

Another thread indicates buyers are perplexed by the tracking system and get nervous when they see a domestic address on eBay International Standard Delivery orders. In the thread, "Order sent to wrong address&country," the buyer wrote:

I am in the UK, I ordered an item from the US. The seller sent me a tracking number which when I entered it looked odd, as though it was for a domestic package rather than an international package. According to the tracking number it was delivered  to a PO Box in the US a couple of days ago. Seller has said that despite my order having the correct UK based address on it, it has in error been sent to the aforementioned location in the US.

- Is possible that the correct address on the envelope was ignored? If it was on there how was it bypassed and sent to a totally dissimilar US address

- Is there any chance I'll get the envelope? Either to my UK address or to the sellers return address

Any advice appreciate(d).

ParcelsApp.com has a way to track eBay International Standard Delivery tracking numbers as far as the US, at which point, it seems eBay provides no way to track packages beyond that point.

Some buyers and sellers also confuse eBay International Standard Delivery with a different program, eBay Global Shipping.

I stopped selling int when they started with their global shipping program. Never look back, never sell int thru ebay again.  Too much in a rush to refund buyer at the first sign of late delivery. Lost packages. Scammers. Taxes, VAT, Import fee's.
NO THANKS!

Save money, use PirateShip for international.  Up to 8 ounces Canada $8.95, rest of world $10.95.
And BTW, eBay's shipping cost for domestic mail for TRS sellers is a wee bit cheaper than PirateShip.

When we call them? The CSR can SEE the note we put into the sales & transaction detail (makes their job a little bit easier & therefore they are a bit more amenable to help).

I just complained to @Ebayhelp in Twitter about all the shipping options they offer.  It's mind boggling.  for Example, what's the difference between Fedex Smartpost(2 to 8 days); Economy shipping (1 to 10 days); Parcel Select (1 to 9 days) and what the heck is DGM Smart Mail Ground (3 to 8 days).
Either way, they all are delivered by 10 days.  They need to streamline their choices.  Period.

Hopefully
eBay will make it a priority to add this to the API set so that the shipping software companies will send this link to the buyer in the future rather than the domestic USPS link which is what happens now.

I would recommend sending the buyer a M2M message manually with the link to avoid confusion.

The UPU prohibition of sending merchandise in USPS First Class Mail International a couple of years ago was a near-fatal blow to sellers of inexpensive lightweight items for international buyers. Pricing trends in domestic and international postal rates suggest that small online sellers of small or lightweight items may be forced out of business. Neither FedEx or UPS offer affordable or convenient service to small sellers, especially where retail drop off locations are thin on the ground.

"eBay's merchant support"

Support at eBay. What a myth.  It took calls to seven CSRs to have a partial refund issued to a scamming buyer.   CSR #6  had to manually issue the refund because there is no way to do that in managed payments if it is a SNAD.  

The next day I noticed that still ruled in the buyers favor.  She got all of the original amount that eBay held when she opened the return and they still deducted the partial refund that I gave from my bank account.   I had to call again and have the case appealed.   In the end the defect was removed, they ruled in my favor and the original amount was returned to my bank account but the total effort that it took (including being put on hold countless times) amounted to about 3.5 hours.  

If you are asleep at the wheel as it relates to watching your money you will get creamed.

Clicked "Standard Intl" ONCE by mistake...never again.
My package made 3 or 4 stops before ever leaving the country.
My straight USPS shipments make ONE stop in Chicago before leaving.

One of the many reasons why I don't ship International. I have a hard enough time selling domestic to worry about shipping across the country.

You can't sell something international on eBay unless you are prepared to lose it.

It really depends on category. Collectibles and antiques I think are safe but consumer goods, clothing, electronics it is suicide to ship internationally.

I sold internationally on Ebay for 18 years, until I tried their new GSP last year. They sent a $120 item that was labeled addressed to FRANCE. They sent it to Germany and the customer never got it. The package was sent back to the GSP hub and I never got it back nor was it ever delivered to my buyer. What happened to it that they sent it to the wrong country and it disappeared after that ? ?  I no longer ship internationally except to Canada which all go USPS directly. No more GSP. It is a total rip off.
