Ecommerce and the business of international mail exchange were key themes coming out of the first day of the special meeting of the Universal Postal Union this week, as was the topic of reform.
The UPU is facing pressure as developed nations seek a change in the terminal dues system and with added pressure from President Trump, as EcommerceBytes detailed in this post.
International mail exchange is a business, stated Bishar Hussein at the Universal Postal Union (UPU) at the organization’s Second Extraordinary Congress on Monday during a statement at the opening press conference.
“The UPU Congress is the body that brings governments and posts together to agree on the rules of mail exchange. When customers send their mail, posts need to think about delivering on time. But if somebody sends the items, somebody needs to pay for that service. Where does the money go? It is a sensitive issue. After all, international mail exchange is a business.”
The UPU Director General said different countries use different languages and linguistic symbols, and they use different means of transportation.
“But I can tell you,” Hussein said, “no matter how much technology progresses, if you order goods from China or eBay, the technology cannot deliver that mail to its recipients. Someone still needs to physically do that and that is UPU’s invaluable experience.”
The UPU also announced an early breakthrough on UPU reform on Tuesday. Member countries agreed on a raft of proposals concerning decision-making; improving UPU’s efficiency and management of resources; the qualified and equitable distribution of member countries; as well as enhancing UPU’s role and relevance.
The UPU was expecting nearly 2,100 participants from 192 countries around the world at this week’s special congress in Ethiopia.
