I stopped using PayPal when I discovered the fraud was emanating from WITHIN PayPal.

I’ll believe it better the more I see it in action for sellers entirely.

Usually organizations put these things in place more as a disclaimer and never fulfill their claims.
Too many titles and no real action to prove genuine intent.
Not really saying this about PayPal (yet) but we will have to wait and see what comes of it.

Come on PayPal, prove to all of the other bottom feeders that you’re much better than they are!
We’re all rooting for you!
